Getting around
Halong Bay is about 2.5 hours east of Hanoi by the new expressway, with shuttle buses, limousines vans and private transfers all included in most cruise packages. Cat Ba is reached by ferry from Hai Phong or by the Got ferry plus bus from Hanoi. On the water, your boat handles everything; on Cat Ba, rent a scooter or hire a car with driver.
Safety
Halong Bay is very safe for visitors, with the main risks maritime rather than criminal: choose licensed, well-reviewed cruise operators, wear life jackets when kayaking and on tenders, and check weather policies since departures are cancelled in storms. Summer brings typhoon risk from June to August. On Cat Ba roads, rent scooters only if experienced and insured.
